Setup VPN on iOS.

On the Ipad home screen. Select Settings.
Press on General (located on the left side of the screen).
Press “VPN & Device management” (normally the last option in General).
Select VPN at the top.
Change the Type from IKEv2 to L2TP then click back.
Enter the details from the rest of the email.
Click on Save when done.
Now a new option should of appeared on the left side of the settings sometimes below Battery. This is how you can toggle the VPN. If the VPN is successful a little icon should appear near the wifi icon at the top of the screen.
